Ran into skippybrandin Secondlife, and he mentioned he got spazz3d to finally work in Windows7. I asked him for more info so it can help out others.

Change some settings in the pif file, that is related to compatability mode.

disable visual themes, desktop composition, and display scaling on high DPI settings
